“Valuing Health Outcomes for Policy Decisions”
A Conference hosted by the Centre for Health Economics in Cancer will be held at the
BC Cancer Research Centre on April 3, 2008.

Health care decision-makers are faced with increasingly difficult decisions about which health care interventions should be funded and which should not. With an ageing population, rapidly rising health care costs, and growing community expectations, the challenge of identifying cost-effective ways to improve patient outcomes and population health has never been so challenging.
Increasingly, evidence-based decision-making utilizes Quality Adjusted Life Years (QALYs) in order to assist in the decision-making process. QALYs have been recommended for use in economic evaluations of health technologies by European Governments and by the Canadian Agency for Drugs and Technologies in Health (CADTH). However, using QALYs in practice poses important questions for decision-makers. Questions include:
- If a new intervention results in increased QALYs, compared to an existing intervention, are the QALYs gained worthwhile? Should the new technology be adopted?
- What amount is deemed as “reasonable” in order to achieve improvements in life expectancy and quality of life? How much should we spend on a QALY?
- Should QALYs be valued differently depending upon the group of patients that benefit from a new intervention? Are all QALYs the same, irrespective of who benefits?
- Should QALYs be used in order to compare interventions in both public and social health?
This one-day conference will provide an interactive forum for health care practitioners, policy-makers, researchers and students to discuss the challenges of using economic evidence to inform decision-making in health care. The conference represents a unique opportunity for participants to learn about health economics research from a range of internationally recognized experts, and to share insights on the practical application of economic and QALY evidence.

Conference Speakers:
Dr. Rachel Baker: Lecturer in Health Economics at the Institute of Health and Society, Newcastle University (UK). Dr. Baker is the principal researcher on the UK-based Social Value of a QALY (SVQ) project and an investigator on the European Value of a QALY (EuroVaQ) project.
Dr. Cam Donaldson: Director of the Institute of Health and Society and is the Health Foundation Chair in Health Economics at Newcastle University (UK). Dr. Donaldson is the Principal Investigator on two major international research projects on the use of QALYs in health care decision-making: the UK Social Value of a QALY (SVQ) project and the European Value of a QALY (EuroVaQ) project.
Dr. Stuart MacLeod: Vice-President, Academic Liaison and Research, PHSA; Professor and Assistant Dean Research, Faculty of Medicine, UBC; and Executive Director, Child and Family Research Institute. As well as being a senior health care decision-maker in the PHSA, Dr. MacLeod is an experienced health services researcher with interests in health economics.
Dr. Stuart Peacock: Senior Scientist and Director of the Centre for Health Economics in Cancer at the BC Cancer Agency. Over the last 15 years, Dr. Peacock has been involved in developing a range of utility instruments for measuring quality of life, and is internationally recognized for his work on practical economic tools for health care decision-makers.
Dr. Alan Shiell: Professor of Health Economics in the Department of Community Health Sciences at the University of Calgary. Dr. Shiell is an international leader in the economic evaluation of social interventions designed to promote health and well-being, and the research methods that capture their social value.
